Confused about dryer sheets

When I retire....I can opt for an annuity or part annuity and part lump sum. ERD50, the WR rate is not finalized. Should have stated would like to take between 3 or 3.5%. Because husband is not 59 1/2, he locked into a withdrawal of $2200.00 for 5 years.
