You've just described most of the town of Ko'olina.* (The rest of it costs more than $500K.)

Or you could always take Jason Scott Lee's approach.

The Big Island is one of the few desirable and affordable places left in Hawaii. A friend just bought 1/2 acre in Volcano for less than $100K. A similar parcel on Maui would cost 4-5x that.

Some of our wealthiest areas in town surround the landfill. Property values don't seem to be adversely affected to a great extent.
