CITI Bank CC dispute page not working

Well, here's a new one from the traveler's nightmare of cancelled reservations.

I had a reservation at Yosemite National Park. I cancelled it well within the 7 days the concessionaire requires for a full deposit refund. I was supposed to recieve the refund within 7 business days. It's well past that date and no refund, so I decided to dispute the charge with Citi Bank (on the Costco credit card).

When I try to submit the dispute I get this message from Citi's website:

OP - Just checking, but you do know that the Costco credit card no longer has any travel benefits on it ?

I've switched which credit card I use for paying for my Costco travel due to this, besides I get at least 2.6% back on my BOA travel credit card plus some trip coverage.

Try using a different browser to access the site.

I normally use Google Chrome. When I get that message accessing the Citi Bank site, I try it again using Internet Explorer and it almost always works just fine.
