I think it might depend on the state. My sister in Connecticut cares for her quite elderly in-laws, both of whom are in their 90's. They receive meals-on-wheels, attend a senior care center during the day via transportion provided by the center, and a couple of other services that I can't recall right now. My sister was/is aggressive about obtaining any services for them that they need and for which they qualify. However, she did need to do the legwork in research, contacting agencies, etc.
