19.71 is the first class package

Those are both the discounted online rates. You will pay far more if you go to the USPS counter to purchase the shipping.

According to USPS.com, first class letter can be up to 3/4" in thickness but I am guessing they mean printed material as in books, magazines, etc.

I am going to look around for items with dog motif such as photos, posters, stickers, etc that can be mailed as a "letter" to Canada.
