The FBI needs your help

Interesting article about the FBI seeking help to decrypt two notes found at a murder scene in 1999. I have always been fascinated by cryptography and codes, but I'm having no luck with this one.

I know a Computer Science professor who spent an entire summer working with another dozen or so CS profs on this and they admit they made absolutely no progress. They donated their time.

When I saw the thread title I figured they must need us to inform on people who are failing to compost their compostable waste, or perhaps flushing baby wipes and tampons instead of disposing of them properly.

Reading between the lines, "... the FBI is asking people who believe they may have some insight into the notes write to the address below..." they really don't care about what the notes mean, they'll be looking mightly closely at anyone who writes to them about the notes.

Maybe those notes are just gibberish to throw them off... or just the perpetrators way of getting some sick joy out of having them burn resources on a dead end.
