I hadn’t seen much in the news about the discussed trade mitigation plans for farmers, but I received this release this week, since my mom owns farm land in Kansas, which lays out the program, it looks like Pork and Soybeans are where the farmers will be hurt the most:

USDA’s Farm Service Agency (FSA) began accepting applications from certain commodity producers for the new Market Facilitation Program (MFP) on September 4. The Market Facilitation Program is part of USDA’s new Trade Mitigation Package, created to assist agricultural producers suffering from market losses due to imposed tariffs. Some changes to the program have just been announced, and sweet cherries and almonds have been added to the original eligible crops of corn, cotton, dairy, hogs, sorghum, soybeans, and wheat. Also, hog producers may now select a date between July 15 to August 15, 2018, as the date that most accurately reflects their operation and is used to represent the number of head of live hogs owned and eligible for payment.

Payment for dairy production is based off the historical production reported for the Margin Protection Program for Dairy (MPP-Dairy). For existing dairy operations, the production history is established using the highest annual milk production marketed during the full calendar years of 2011, 2012, and 2013. Dairy operations are also required to have been in operation on June 1, 2018 to be eligible for payments. Payment for hog operations will be based off the total number of head of live hogs owned on a single date from July 15 to August 15, 2018, as selected and certified by the producer. Producers of 2018 corn, sorghum, soybeans, cotton, wheat, cherries, and almonds will receive payment based on their self-certified total share of 2018 production for each crop in which they have interest, in all counties.

One application will be accepted per commodity per producer nationwide, and payments will be processed and paid through the producer’s eligibility recording county. Grain producers should apply after harvest is 100 percent complete for each crop in which they have interest. Producers will submit applications on form CCC-910 to their local FSA office in person, by email, fax, or mail. Applications are accepted through January 15, 2019, but production may be certified after that date, through May 1, 2019. Payments will be made after FSA has reviewed reasonableness of the certified production based on the FSA-578 acreage report. Reliable or verifiable proof of production will be required for those applications selected later for spot check.

In the near future, MFP applications may also be submitted online at www.farmers.gov/mfp by producers with a Level 2 eAuth Account. Accounts may be created online at https://identitymanager.eems.usda.gov/registration/index.aspx.

The initial MFP payment will be calculated by multiplying 50 percent of the producer’s total 2018 actual production by the applicable MFP rate. If CCC announces a second MFP payment period, the remaining 50 percent of the producer’s total 2018 actual production will be subject to the second MFP payment rate. A second payment period, if warranted, will be determined by USDA.

MFP payments are capped per person or legal entity at a combined $125,000 for dairy production or hogs. MFP payments are also capped per person or legal entity at a combined $125,000 for corn, cotton, sorghum, soybeans and wheat. Eligible MFP applicants must have an ownership interest in the commodity, be actively engaged in farming, and have an average adjusted gross income (AGI) for tax years 2014, 2015, and 2016 of less than $900,000. Applicants must also comply with all other provisions required for eligibility of program participation.
