The RMD topic of a week ago was an executive order, not a law. I doubt any changes related to it would go into effect so quickly.
There have been a few very sparse discussions about a second tax bill this year, including a week or two ago. As far as I know those are just trial balloons about another tax bill, so far from becoming law. (ETA: the post above by travelover seems to be about this second tax bill. Passed out of committee but still a ways from becoming law.)
There was another discussion and even an announcement recently by the IRS about the new redesigned Form 1040 and the publishing of a draft of that redesigned form for the current 2018 tax year.
There haven't been any major changes to the tax law that I know of recently, but you may have heard one of the above and thought "tax law changes". Also, I am not a CPA or anything so there may be some more obscure tax laws changing now that I'm unaware of.
