I suppose that anything greater than zero can be said to be starting to take off.
I wouldn't gather that from the chart though. As I understand things, inflation below 1.5-2.0 percent is below the Feds target and can actually cause problems. Static or deflationary periods are not generally good.
By the way, what exactly did you plot ? Is it CPI rate ? CPI - Core inflation ? Or what ?
