IL Property Tax refund form

I am doing my sisters taxes this year and she lives in IL (i live in another state). Does IL have a property tax refund and if so, what is the name of the form and/or an online site where I can file this for her? I looked online and could not find anything.

Schedule ICR is where you compute a property tax credit -- is that what you're looking for?

Good question for which I have no answer. I live in MN and we get one based on income each year and a bit more if taxes went up by more than 12% in any year.

My sister lives in IL and she will get a flat 5% which appears standard.

In both those cases, once income hits a certain point, it is reduced and eventually wiped out.

IMHO no sense leaving money on the table.
