Investment options for nomads

Investment options for nomads

I have a friend from South Africa who is 48 and has spent most of his life traveling around the world, often working aboard cruise ships. There are not many good investing options in South Africa so he is looking for other available options. Anybody here know the best way for him to start investing for retirement?

is it illegal for him to invest in the American markets?

I don't believe so but it looks like he is not eligible to open accounts with Vanguard or Fidelity. Schwab does offer international accounts but they require a $25k minimum deposit to open an international account, which he cannot spare at the moment. Looking for options where he may be able to start investing without a large opening deposit.
