Need advice on Rollover before the end of the year.

I am 30 and left the federal government a few years ago. I have about $6000 in my TSP and am thinking about rolling it over into a traditional IRA and then converting it into a Roth. Thoughts on whether I should do this? I know that the TSP has low rates, but the Roth is a good option for younger investors.

I want to do it this calander year since I will be getting married next year and will have a combined AGI above the $100,000 limit for a conversion. Also, this year will likely be my last year of eligability for contributing to my Roth due to income limits.

Finally, has anyone rolled over a TSP into a Vanguard account? When I called Vanguard, they said that they do not generally have anyone available to sign section 6 of the TSP-70 form, which certifies that Vanguard will accept the funds. When I called TSP, they said that this section was required. How do I get Vanguard to certify that they will accept the funds in a way that is accpetable to TSP. Thanks.
