At the bottom it says a version of the article appeared in some morningstar publication, where I'm betting it was accompanied by a diagram with some percentages. Although the percentages for each are pretty guessable.
40, 50, 60, 70 and 80% equities as you read down.

Be fearful when others are greedy, and greedy when others are fearful. Just another form of "buy low, sell high" for those who have trouble with things. This rule is not universal. Do not buy a 1973 Pinto because everyone else is afraid of it.
