Roth and RMDs this year

I am confused (nothing new here). RMDs are not required this year but in the past, I couldn't convert tIRA $ to Roth until my RMD had been satisfied. Since RMDs are not required this year can I convert the first $?

I would think so... you have done your RMD... it is just this year it happens to be zero.
