How late in 2022 can someone begin their Social Security
benefit and still qualify for the full 2023 COLA?

Related, is the answer
to that question impacted by if someone is FRA when they begin to take
their Social Security, or before FRA when they begin their benefit in 2022,
or after FRA when they begin their benefit in 2022?

The COLA is independent of any of that.

The amount you receive of course depends on the age at which you begin benefits, but is independent of the annual COLA that applies to everyone.
