It isn't closed "out", it is closed to new investors. If you are already in the fund you can stay and continue to put money into it, although they may limit how much new money you can add.

The fund has so much money, and they're investing in a relatively limited number of generally smal companies, that they can't trade in the stocks without artificially affecting the price.

Often, when a fund closes, its time to get out.
