Did the CARES act eliminate the required 20% witholding tax on 401Ks ?

I read the the CARES act removed the 20% witholding tax requirement on 401Ks. Does that only apply to early withdrawals for those who are not retired or does it apply to retirees as well ? And is the suspension of witholding tax only temporary?
