The headline on that article is misleading. Here's the info from Google itself: https://security.googleblog.com/2019...t-https_3.html
A site like e-r.org, where only the login page is secure, should not be affected.

I would assume that the bbs software has a secured option that the mod's can flip on or users can add an other browser to their arsenal.

It wouldn't be part of any BBS software, it's something you would have to set up with your hosting provider (assuming you don't manage your own hosting servers). I don't quite understand it completely, but I did help find unsecure resources while we were switching our client over to HTTPS. There's a lot there -- external resources such as scripts, even web fonts, can cause issues if they're not secure once you switch over.

Changes To Google Chrome
I removed the Chrome browser from my iMac. I’d installed it on MacOS at the time I installed Chrome Remote Desktop.
Going forward, I’ll use Safari (for MacOS) and newly-installed Firefox (for Windows 10 in a Parallels VM).
[ADDED] I didn’t make these changes due to these changes in Chrome but to lessen presence of Google where possible.

If it were "completely encrypted", how would we read each other's posts?
Https does not encrypt metadata, so in that sense it is a boondoggle. NSA Director General Michael Hayden said, "We kill people based on metadata."
The current trend is to permit both http and https. This keeps God Google happy, lets users choose the access they prefer, and avoids breaking all sorts of stuff.
