When can/should an older thread be bumped vs starting a new thread

I’d post on an existing thread instead of starting a new one, unless the existing thread has mostly wandered off on tangents (as often happens).
 
With something hyper specific, and a relatively straightforward thread, it makes sense to bump.

A thanks to you (and everyone else) that responded. Since my post will be viabenefits specific, I'll bump the thread I mentioned in my OP.
 
If you're on the fence about the usefulness of the old thread, you could also start your new thread with a link to the old one. That's especially helpful when the tangents or details might be really helpful to some, but irrelevant and annoying for others.
