ACA vs COBRA advice needed

I have one year left on COBRA, which is Aetna POS II plan.
deductible 2000 in network, 4000 out of
annual max 3000 in, 6000 out of
2016 annual premium 5400, best estimate of 2017 from HR is "not going up much".

I am planning to max out the 15% bracket with ROTH conversions, so I put in 37,500 (I am an individual filer) as the ACA income estimate.

The offered some silver plans with about a 585 tax credit.

Anthem/Blue plan
deductible 3850 in, 11550 out of
max 6000 in, 18000 out of
annual premium 3660 (tax deduction included)

It seems to me that I am better off sticking with COBRA, since for a little extra money I am protected against the higher deductible and out of pocket costs. I expect to have a small procedure early in 2017, cost 1000.

The ACA plans are not HSA compatible. If I can put 4350 in the HSA and deduct at 15% = 652, that would seem to reduce the COBRA premium.

So, it looks like for $1100 or so more, I can have the lower deductible and maximums, stay with the plan I have liked so far, avoid having to enroll in a new plan, add some to my HSA and kick the hassle of switching to ACA down the road a year (assuming ACA still exists for 2018).

I suppose it boils down to how much I want to save the $1100 and how much risk I am willing to take to save it, but I figured I would see what you all think.
