HHS Final Market Stabilization rule announced

HHS announced the final "Market Stabilization Rule" on 4/13. The press release is here, the rule here. Basically, it includes 5 measures.

- The open enrollment period is modified

- Special enrollment compliance will be reviewed more rigorously

- Insurers have greater flexibility to not renew policies that are not current

- Actuarial value ranges have been widened

- Insurer network adequacy review and certification will be delegated to the states

This blog post from Health Affairs Blog (here) gives a good overview and explanation of the detail and impact. It will surely impact some ACA users, but doesn't look to have a significant impact on E-R Forum members.
 
Now let's hope Administration maintains funding subsidies, which is the elephant in the room.
 
Cost sharing is still on the potential cutting block. Insurers may start bailing any day now if that isn't clarified.
