HHS announced the final "Market Stabilization Rule" on 4/13. The press release is here, the rule here. Basically, it includes 5 measures.
- The open enrollment period is modified
- Special enrollment compliance will be reviewed more rigorously
- Insurers have greater flexibility to not renew policies that are not current
- Actuarial value ranges have been widened
- Insurer network adequacy review and certification will be delegated to the states
