I have made no trades [except less than about $200 to reinvest dividends] since the last reported trade on 4/30.
Several ETFs that I am interested in are about to go ex-dividend, so I will wait for that to happen.

Bought some VWO (large-cap emerging markets index ETF) today with some cash that had accumulated in the taxable account. If it drops, I will TLH. If it goes up, I intend to sell after a gain of just 1-2 percent. That is, I am happy to get 20X the rate of a money market account in a week or month. The amount was about 0.5% of the whole portfolio, so practically inconsequential.
Sold all shares of VCSH in my Roth in preparation for buying something over the next few days.
I need more equities or intermediate-term bonds according to my IPS, so I am not sure what I will get, but I intend to buy into the gloom-and-doom.

It's a special internet service provider that also tells me which ETFs to buy.

I am underweight emerging markets small-cap, so I submitted an order to buy lots more DGS a moment ago, but with a limit under the current bid. If things fade later today, maybe I will pick up those shares.
That VWO bought yesterday has already reached my goal for it. I am thinking of selling already.

Finally, got some more DGS today at a price available on June 26th. I would've like a lower price, but you can't always get what you want.

Submitted order to sell the same number of VWO shares purchased on 6/25 at a 6% gain.
The sale is in a different account, so that I will not pay any capital gains taxes on the short-term gain. The 6/25 shares were purchased in a taxable account while the sell order executed is for shares in an IRA. Since the order has executed, I intend to purchase bond shares (VCSH or BIV) with the proceeds in a few days.
The net effect of this "double-transaction" is like earning 6% for my cash in a couple of weeks.
[update: limit order executed] Oops, could've sold 1% higher.

Well, so much for market timing. The last buy/sell was about VWO, the large-cap emerging markets index ETF, but practically any other equity class did better in the same time frame including:
US Total Stock Market Index
Total Int'l Stock Market Index
US small cap Index
US small-cap value Index
US REIT index
Essentially, I picked the worst of my equity asset classes to invest in for my last 2 purchases.

Just a short update as the portfolio has reached another all-time high this week ....
The last purchase back at the end of June turned out to mark the low point for emerging markets for the past 12 months. Large-cap EM is up over 10% since then. There was a dip at the end of August that almost reprised the low of June, but didn't quite get there.
This week the financial news is about the start of tapering, the new Fed chair nomination, and the debt ceiling. The calm before the storm. Good luck!

And where do we sail our boats to weather this "storm"? Perhaps deploy the dinghy's?

We can only take a comfortable cruise in our asset allocation plans.
Clearly, tapering news is known as is the new Fed chair nomination. Both of these caused the market to pop, but prices haven't held.
The only uncertain thing left is the debt ceiling / Federal budget struggle.
If I had new money to invest now, I would just invest it according to my asset allocation plan. That is, no special timing moves are showing up in my crystal ball right now.

Bought some VEA this morning in my taxable account. I wasn't too thrilled to do so, but found myself underweighted in foreign a little bit and when I looked at my foreign holdings, I was underweighted in large-cap developed. I was also way overweighted in cash, so VEA is the answer to both of those problems plus it is relatively tax efficient.
Since I had no existing position in VEA, if it drops, then tax-loss harvesting should not be a problem at all.

I checked after lunch and found I've bought Coca-Cola today. Not the soda, I haven't had one of those in a couple of years. But I hope the stock is something I can let sit. I'm not a trader or timer but it's interesting to see what those who are do.

"Have a coke and a smile" I also bought into KO recently as it dropped to around $37.30. I plan to slowly dollar cost average into a larger position.

I have submitted a GTC limit order to buy VTI (Total US Stock Market index) at a price 19% below yesterday close. I will adjust lower the limit price if the market closes lower today and the order has not executed.
My broker has this on its order entry page:
Quote:
Attention: Potential Exists for Increased Market Volatility Leading into the Debt Ceiling Deadline The potential for increased market and price volatility may heighten during the week leading up to the debt ceiling deadline on October 17th. Investors need to consider price movement when entering market orders during volatile markets.

As much as I would like to see the budget mess in Washington lead to a favorable buying opportunity, so far it hasn't happened. In fact, with the S&P 500 currently trading close to its record high, I have reached another threshold for selling equities in order to rebalance my portfolio. If the market holds onto its gains going into the afternoon session, I will probably do some selling before market close.
