Covid Costing Question

I sincerely hope this post passes muster and is in the correct forum section as I have a sincere question about who pays for all the covid testing and vaccines. Also how are costs covered when a person is hospitalized due to covid complications. I have no issues whatsoever with upfront no cost testing and vaccines for the obvious reasons but am scratching my head trying to figure out how all these things will eventually be paid for, as we all know, nothing is free. Thanks in advance.
