It would be better if more people had it and spent it.

Having $20 million in your local town to be spent is better than having $5 or $10 million being spent in your local economy.

People like you who least need it could bolster the economy the most by spending it locally on restaurants, local theater shows, art, local construction jobs, etc.

Those who need it most will likely spend it paying a car payment which goes to a large bank.

People paying their local landlords is probably a good thing however. Or if it pays a mortgage, it's probably good to keep the housing market from crashing due to sudden foreclosures.
