Not always. If the AC temp is raised and the house warms to the new set temp and stays there for a while less energy is used because the difference between outside and inside is less. The same applies to lowering the temp in heating season.It's easier and cheaper to maintain a set temperature than to bounce it up and down a few degrees.
It's just basic physics.
And really, it's not that hard to raise or lower the temperature.
