I voted No. I'm not an admin or a moderator here, nor a prolific poster, but the right answer IMO is no.
If you want democracy, then it has to be limited to electing the overseers and then letting them run the place as they like for their term. They do a pretty much thankless job and micromanaging their every decision is a recipe for (a) trouble and (b) no one wanting the job. Similarly, policies do not get decided by referendum.
Appoint or elect the boss and then do as s/he says.
