eBay selling advice

Did you contact ebay about that? If it was truly with eIS and not any other international shipping option, that's not how it should have been handled but mistakes do happen with even the best of programs. However if you contact them, they correct it.
I resold the item domestically. I lost a few bucks. Lesson learned. DW has had worse experiences selling photography equipment internationally. Both of us will only sell domestically now. Everything still sells without the higher risk.
 
I eliminate all international ship locations when I list an item. It’s a listing selection input, not just a statement.
I always do (did) the same, yet somehow either their address changed between winning and messaging me or something else happened. The accompanying message made it clear (IMO) that it was a scam.
The problem is that people only share the bad stories so it gives the impression that ebay is full of problems. You never hear about the millions of transactions that go smoothly. You only hear about the rare ones that have issues. And much of the time when sellers do complain, it turns out that they didn't handle it properly and ended up screwing themselves.
I don't disagree, but I have shared past stories here that were positive. In fact, doing so has left me feeling like I jinxed myself. However, I don't sell much and so a few bad experiences in a row has put me off to the platform.

That’s a shame. With eIS there is literally zero risk. That’s very different than the global shipping program that preceded it. It really is one of the best things eBay has done.
 
Within the last couple years and yes, it was using the international program.
I agree with @disneysteve that you must have done a different program where you shipped internationally rather than the eBay program where you ship the item to Kentucky and they re-ship it for you.. I'm a longtime buyer/seller on Ebay. Here's what Ebay says about their program.

It's not Kentucky. That was the old Global Shipping Program. The newer ebay International Shipping program goes to Glendale Heights, IL (or sometimes Commerce, CA). There are no returns with eIS so they definitely weren't using eIS because they said the item was sent to England and returned to them which isn't possible with eIS. Items can't be returned to the seller with eIS. ebay refunds the buyer at no cost to the seller and disposes of the item themselves.
