A young friend of ours would like to start saving for retirement. She's a dual US/Italian citizen and would like to have some American investments. She's a full time resident of Italy. Is there a way for her to open an investment account in the US?
 
She may not need to, as US index funds are offered in other countries locally.

For example: VUN.TO (trades on the Canadian stock exchange is what the .TO means).


So a person living in Canada can get exposure to the US market. Perhaps Italy has the same ?
 
Same is true for index funds in Europe. Lots of options of S&P 500 index funds in Euros traded on the European exchanges.

You better ask back if she wants to pay her taxes in the US or in Italy.
At most European brokers she can trade US Funds at low cost.
But may not be able to deduct investments from her tax bill.
