Confused about dryer sheets

I have been retired for 12 years and am wondering if anyone has a thought about where to place my money besides in CDs.Stocks are down 13 % this year ,bonds are down and risky,real estate is in the tank too.
I have been told that GNMA mutual funds are the place to be .Any Thoughts??
Annuities with good rated companies seem to be worth considering except for the heavy penalties for early withdrawal.
I have read almost all the info at "Retire Early .com" but seem to need more onfo. to be comfortable.
