Be hard to fill it out if you could not read or write!

Folks who can't read/write are very good at getting help as needed. I w*rked with many illiterate people in the lumber industry. I recall one trucker who managed to get by filling out the log books for the state. There's more illiterate people than you might think. Some are smart, they never had an opportunity to learn for various reasons.

Pretty common AFAIK.
I've found some real gems in the census records of a few of my ancestors.

But it's clearly not always the respondent -- sometimes the census enumerators just weren't all that sharp (or diligent).

I'll bet that 50% of the population of Houston won't fill out the census for fear of deportation, and that number is very, very big....

I think the UK has stopped running their census because all the information they need is available elsewhere.

The Constitution says Congress can decide how to conduct the census, so they may very well change the system in the future. I believe the current census mechanism is very expensive to run, so it's probably just a matter of time.
