payroll taxes on investment/passive income?

could anyone fathom a situation where payroll taxes would be levied on passive and investment income? there is going to be a need to close the gap thats coming, i wonder if this might be a metod used. my dad STILL refuses to contribute to a roth ira because he thinks that it'll be taxed in the future. he's still bitter over having savings bonds that were once tax-free now being taxed.
 
Of course Congres can do anything in the future, but payroll taxes (social security) have always been tied to earned income and never unearned income.

There would be a hell of a fight if any Congres decided to make such a radical change. IMO the effects on the stock/bond market would be devistating.
