Trouble Adding A Credit Card To My E-Bay/PayPal Account

I've had an account at both eBay & PayPal since 2002.

I presently use a cash rewards Visa linked to PayPal for most of my eBay transactions.
When I click on ‘pay’ my options are...........

1-PayPal cash balance
2-PayPal credit
3-Visa Rewards Card

About a month ago I received an offer from American Express.
Sign up for the card, make a total of $500.00 in purchases in the first 3 months, & receive a $150.00 credit.

Received the card, & activated it Thursday morning (May 25th)
Thursday afternoon I linked the card to my PayPal account without issue.

The card is listed @ PayPal & active.
(I’ve already used it for groceries, gas, etc,)
But it’s still not available as a payment option on eBay ?

Called PayPal & they said it was an eBay issue & I had to contact them.
Care to take a guess what eBay said when I contacted them ?
You got it, “it's a PayPal issue & you’ll have to deal with them”

Went to my PayPal account, & tried the following:
Removed my Visa Rewards Card, & figured the AMEX card would now be the ‘default’ card. NOPE
Then I designated the AMEX card as the preferred card, that didn't work either.

I called PayPal again yesterday morning, & now the case has been ‘escalated’
But as of today, I haven't heard back from them.

Has anyone else experienced this ?

Nope. Don't really use paypal.

And I only apply for cards if the reward is worth $400 or more, but it does usually require spending $3,000 in 3 months, so I stock up on Toilet paper if I don't have enough bills etc to pay.

A while back I was having trouble adding a new card. I think I ended up using a different browser or I cleaned the cache / history and temporary files for the browser, can't remember which one fixed it.

I use American Express to pay for my trip, the owner wants to pay using paypal. It works. But not adding it to PayPal.

He just sent me a PayPal link to his account and it accepts my American Express card.
