Savings Bond Rates

Has the treasury announced new rates for the Nov 2003 Bonds? Where can I find the new rate when they do announce it?

I think they announce the new rates on November 1.

I thought that they released the new rates before they went into effect, but from the note (new rates Nov 1) it looks like they won't be doing that this time.
