I read that New York and Minnesota are setting up a "Basic Health Program" or BHP allowed under the ACA. BHP covers state residents age 64 or younger with incomes that exceed 133 percent but do not exceed 200 percent of the FPL. The advantage will be lower monthly premiums and out of pocket costs for this group.

The BHPs are still being worked on in these states. Something to look out for once it gets finalized.
 
Just an update, looks like 1/1/16 BHP will be fully implemented in NY

<=150% FPL $0 monthly premium, cost sharing at Medicaid levels, actuarial value 99%.

>150 to <=200% $20 monthly premium, higher cost sharing then Medicaid but lower than equivalent Silver cost sharing, actuarial value 93%.

BHP plans are not considered for estate recovery.
