House selling question

I was curious if anyone has ran into this situation. If two parties own a house 50/50. One party decides that when they pass away they will leave half of their half to the other orginal party but leave the remaining portion which is 1/4 to a new party. That can the person with 3/4s ownership control if the property is sold or not?
