ACA Marketplace "Qualifying Life Event" Question

I lose my retirement healthcare benefits (of which my DW is also covered) at the end of July when I goes on Medicare. My employer has offered DW COBRA coverage (a very expensive option) to continue her healthcare until she goes on Medicare in Feb 2023. She would like to pursue our state's ACA marketplace for healthcare coverage, as it will be much less than what COBRA will cost her. I know she can terminate COBRA and move to a ACA marketplace plan during open enrollment period. My question is:

Do DW qualify for a "qualifying life event" to enroll in ACA marketplace plan if she turns down COBRA coverage before it takes effect?

I believe so. Losing your insurance is a SEP-qualifying event, and COBRA probably does not qualify as affordable coverage.

To be sure, you could call your state marketplace and ask them.
