I w*rked in Baltimore city on North Ave for almost 15 years. Suggest you do not venture far (more than a block or two) from the inner harbor on foot. Right in the inner harbor is safe, there also is (was?) a Brazilian restaurant Fogo de Chao. If still open, highly recommended. The Hard Rock Cafe is also there, can be pretty amusing. There was an old diesel submarine tied up in the pier, for a few bucks can go below and explore. Little Italy as someone has noted is charming. I don't know if still as fun as it used to be.

BTW if you want to know where North Ave is, look it up on the map, That is where the recent riots were.
