HDHP and regular insurance plans

For the high deductible plan that didn't qualify as an HSA, my understanding is that HSAs have a maximum deductible each year that is also the maximum out of pocket. If the other plan had a higher deductible that may be why it didn't qualify as an HSA. Second, my understanding is that, other than vaccines, an HSA cannot have co-pays. Either you haven't met the deductible and must pay everything yourself, or you have met the deductible and owe nothing for medical bills going forward. So a plan with co-pays cannot be an HSA plan.
