Need more information about new transfer rules for 403b plans

I'd like to get out of my employers high fee 403 b annuity plan. We only have one vender so I would have to go outside for another plan. I understand that there are new transfer rules that may make it possible for me to pour over to an IRA. Where can I get more specifics? I'm 60 years old and not near retirement. I've given up trying to get my agency to add another plan. Thanks.
