Question about Wels & Wel: when do they rebalance?

Do Wellington and Wellesley rebalance once a year at end of year, quarterly or even occasionally after significant market events? I assume once a year in Dec when they distribute capital gains but I don't really know.
 
I've never seen any information on when these two funds rebalance. That makes me think it is likely a "trade secret", information Vanguard never discloses.
 
Do they have a fixed AA in their prospectus that they must rebalance to?

My impression is that they change the AA a bit from time to time to accommodate their need to generate income for the shareholders while minimizing downside risk.

They are able to vary between 30-50% stocks and adjust based on their own management decisions. This is active management at a low cost.
