Confused about dryer sheets

I understand that PA taxes your 401k contributions however they don't tax the 401k withdrawals including the interest that has accumulated... My question is that if you have a 401k from PA and then go retire in another state which does tax 401k withdrawals... do you owe tax money on the PA 401k withdrawal? Or does it still function as a PA 401k where it is not taxed... or does the other state just tax the accumulated interest portion..
