ETF equivalent of VWELX?

Have a small amount parking at TDAmeritrade, want to invest in VWELX but dont want to pay a transaction fee, is there an ETF equivalent ?
 
VBIAX is as close as you'll get but of course there's no exact ETF equivalent to either of Vanguard's legendary "W's" since they are both actively-managed funds. No style drift risk and a fraction of the ER with this ETF though and the long-term returns are very similar, to say the least - not to mention being more tax-efficient:

VBIAX is a fund and trading costss would be incurred. I think.

They have no recommendations for the equity side, but lots for the bond side.

I would use SCHD or similar value ETF, and pair that with a muni ETF that works well in your state.
