I wonder if this is a money-laundering thing -- I buy a $50 shell card for $60 of PayPal funny-money that I got doing something illegal or at least avoided paying taxes for, and now I can effectively buy gas with my PayPal account... not sure, but I bet there is something like that going on under the surface...
