I haven't been reading too many posts lately, so this may have already been posted. I just learned from "Military Officer" (MOAA) magazine that PenFed has a PenFed Promise Visa available. No annual fee and no foreign transaction fee. I've been meaning to get a card with no foreign transaction fee as we take at least one big foreign trip a year and go over the border to Canada several times a year. The application is on-line.
For anyone wanting something more sophisticated, they also have a PenFed Premium Travel Rewards American Express Card which similarly has no foreign transaction fee. But there's a $50 annual fee for that after the first year.
