I'm trying to send a private message but would like the poster to respond. I saw a message after I hit send that that poster would not be able to respond. I've PM other with others who were not on my contact list and they responded. I don't have a contact list. Confused as to how that works.

Some members have private messaging disabled. The option is in the UserCP tab under Edit Options.
Quite possible that the member has disabled his PMs. All members can edit their preferences on PMs and emails.
In the account profile / options section there is a section titled “messaging and notifications” where we choose among a number of options regarding private messaging. Some members choose to not receive them.
