Could you recommend a deep discount online broker through which I could buy individual stocks? This would be for an IRA.

WellsFargo gives you free trades if you have $250K invested with them. Otherwise it's $2.95 if you have $100K with them.
Avoid sharebuilder with the $4 buys one day a week.

IB is quite inexpensive ($0.005 per share, with max of 0.2% of trade value). And you can trade directly on many foreign markets.
Not for the fainthearted though. No handholding whatsoever.
