can you make the ira beneficary another IRA, so the receiver doesn't have to pay the taxes until withdrawn ?
 
Beneficiaries do not pay taxes anyways until withdrawn. But the answer is no. The beneficiary can take the inherited IRA and keep it as an IRA. My spouse has an inherited IRA titled "Mom, deceased, for beneift of Daughter". The withdrawal rules are a bit different, but income taxes are paid only on the withdrawals.
