I figured it out. The receiver menu has a category called "hardware" with a sub menu called "audio OSB". I turned that to off and now the remote controls the receiver only.
The problem is that the receiver remote changes the volume on both the receiver and TV at the same time. I want the TV to remain at 0 or muted when the receiver volume is changed.

We mostly stopped going to restaurants a few years ago when we had decided that prices were getting out of line. We only go now if it's a social gathering and almost never on our own.
Credit card fees are an annoyance but it's lower on the list than a few other things.
I guess some people automatically assume credit card charges are baked in and never change, even if those charges may have been erased long ago by several other cost increases that weren't reflected on the bill..
Unless people look at their books over several years they have absolutely no idea.
