ACA & state solvency

So with DW still working we thought for sure this would be her last yr and we'd go on aca. Our state is in pretty bad shape, (worse than I've ever seen) as I'm sure others are also. The letters just started flying with massive salary, benefit, etc cuts to be announced. So my question is what part does the state play in aca $ for it's residents? Is aca fully federal funded? Wondering if a state's solvency effects it's residents aca hi coverage.

I'm in California. My state kicks in $6 monthly subsidy and the rest $600+ is paid by the Feds

The Feds pay 100% the ACA subsidies and 90% of the Medicaid expansion.
