Do Off-Chart Spending amounts get negative sign?

No, a positive amount in off-chart will increase spending.

Actually I didn't think it would be possible to enter a negative amount in off chart spending, but it is. Below is with all defaults

0 off-chart spending...$1,405,259 average balance

100 off-chart spending... $1,398,580 average balance
-100 pension income ... $1,398,580 average balance

-100 off-chart spending... $1,411,938 average balance
100 pension income...$1,411,938 average balance
